Here we have a 1977 thru 1979 IT175 seat. Has rusty brackets. One bracket has a bolt broken off in the bracket & one of the two bolts holding it to the base is broken off as well. Clean the bolt threads up top before you remove the bolts to clean the brackets up. These bolts are soft steel & they will snap.
