Standard oil research test car license plate topper. I’m not sure what they were testing but hopefully it wasn’t rust inhibitors. It may have just the right look if you have a patina style vehicle. Lots of surface rust and a few rust holes. It appears to have been bent and straightened. The last picture is what it would look like in nice condition.
