This is the tiny O-Ring seal for the starter valve. This o-ring should be replaced whenever you remove your starter valve because they can flatten and no longer create a seal causing difficult cold starting. You should lubricate this seal prior to installation. This seal is hard to find and usually only available with a complete carburetor gasket kit....
