This is NOS Ford spare tire wheel lock. From what I have found, they were used on the 68-73 Cougar, Mustang and Torino and maybe others. They fit spare tire hold down J bolts with 1/2- 13 course treads which were common on 68-73 Fords. This was 1st offered in 1973 but shows correct style bolts were used from 68 into the late 70's.
