You are purchasing a complete rear fender hardware mounting kit to mount the hinged rear fender to the rear struts on 1963 to 1965 FL and FLH Panhead Duo-Glide & Electra-Glide and 1966 to 1978 Shovelhead FL & FLH Electra-Glide . This can be used on earlier models as H-D did not start using the 4018W 5/16” CP-1038 stamped bolt until 1963 in the rear-most holes on the fender struts.
