This is the small petcock seal(O-Ring) for many 60's-70's Honda motorcycles. It seals between the petcock base and the tank. Honda Part #16956-283-000. You should always replace this seal when you remove the petcock. It is also easily damaged by twisting the petcock after it has been tightened to the tank.
