Ballasts and valves are not included. No surface cracks (fine cracks) were found. No cracks, chips, or other damage to the mounting parts was found. There is dust inside the lens. As this is a used item, there are stains and small scratches. Bulbs may be missing or burned out, so please consider them as a bonus....
