This is a used optional dash mounted clock for 1965 1966 Chevrolet models. Someone did some creative mounting engineering on it. It looks like they took a file or grinder to the base (as seen in pics) so they could put the hex nuts on it. A little Bondo or fiberglass filler, a little sanding, and paint would make it look like it should. The graphics of the clock face are still very nice. the hands still have vivid colors.
