Appears to be a later manufactured Harley part, but I can’t be absolutely sure. See casing and photos for ID and please judge for yourself. Label indicates 1000 RPM – 60 mph one-to-one ratio. There is a stamp on the back that appears to say HD (see pictures) When I attached cable and spun the cable, the needle moved.  Trip OD reset works as well.
