This is designed to close your crank case when ventilating through the valve covers which is what Ford later did with the FE (and most all future engines Ford produced). This cap is designed to fit the original FE oil fill tube and allows it to be used as an oil fill location exclusively, sealing off the lower half of your crankcase.
