This is the small petcock seal(O-Ring) for many Honda motorcycles. It goes around the filter and seals between the petcock base and the tank. Honda Part #16195-657-300 or 16958-MA1-731. You should always replace this seal when you remove the petcock. It is also easily damaged by twisting the petcock after it has been tightened to the tank.
