You are purchasing a chrome-plated reproduction of the handlebar cross bar as issued by HD around 1926. The bar measures 20" end to end plus the inch or so you gain from the clamp on each side. HD issued these to mount accessories like spot lamps, note pads, speakers for police radios and the latest I've seen them used for is on Shovelheads to mount accessory oil pressure or ammeter gauges.
