Small scratches small amounts of rust on outer ring and lots on the inside. It is a 6 Volt bulb and I have no way to test it other than ohming it out. There is continuity between all three wires. Some of the inside foil looks to be bubbling and coming loose. This item is being sold as is. I only ship to the lower 48 states no shipping to Alaska or Hawaii.
