Way back in the 1970s the Harley Davidson factory sold kits to increase the performance of their Shovelhead and Sportster engines by way of Lectron carburetors. Think of them as the forerunners of today's Screamin' Eagle parts. This New Old Stock manifold is part of that legacy (though it can be used with other spigot mount carbs).
