This is SUPPOSEDLY a wheel rim and tire for a Yamaha Big Wheel 350. I had a nice BW for many years and this came with the bike. I never used it and sold the bike a year ago...and now I'm cleaning out the shed and found it! If you know exactly what this is for (and it’s not for a Yamaha big wheel), then please let me know but it is 12x8 which is the size of the BW350 front wheel according to online specs.
