Fresh from a barn in Maine. I have had this for 20 years or more and could never figure out what it was. Looking thru a parts book for something else I stumbled on to what I believe is the answer. I believe this is a rear bracket for the late 60's to early 70's Harley Davidson Police bike rear radio support bracket. The part numbers listed were 91042-66 and 91041-66.
