this is a NOS 4.00-19 (100/100-19) tire. it does not specify front or rear. I have uses them mainly as rear tires on bikes. Fom a motorcycle shop that has been closed up and the contents sold off. It is new in the sense it has never been on a rim, however it has been on the rack for unknown years. It is not dry rotted or split.
