Here is a rim. I don't know what this one is off of. Go with what you think only based on the measurements. It does have some wear as shown. It will need a REALLY GOOD CLEANING around the bead before mounting a tire on it and it will need balanced before running. It could also use a good coat of paint and a very good cleaning as shown.
