This is not new and show signs of use and age. It seems to work just fine. Please use pictures to help determine condition. This is sold as is. It seems to be a little stiff in operating this and may need some lubricating but it appears to be in salad condition with some rust on it but I would say if it's deeper than surface rust it's not much deeper....
