This is a TK Gray Smoothee Squeegee tool. It is a hard rubber black blade with what I'm guessing is PVC handle. I used this for squeegeeing water off photographic prints in the darkroom to help them dry quicker, but it's also the tool you'd need to apply window tint or even to push air bubbles out of wallpaper.
